Urea accounts for about 43 percent of direct production costs for panel makers. Italy imports over 80 percent of its urea from non-EU countries like Egypt, Algeria, and Nigeria, leaving the sector exposed to the new carbon border tax with few domestic supply alternatives. The European Parliament's Environment Committee voted on July 6 to keep urea under CBAM, rejecting industry requests for exclusion. Assopannelli argues the policy weakens European manufacturing competitiveness without offering concrete supply options within the Union.
