Carbon180 has released a new federal policy roadmap aimed at scaling technology-based carbon dioxide removal (CDR) in the United States. The document targets U.S. policymakers with proposals to accelerate deployment of engineered CDR solutions like direct air capture (DAC), biomass carbon removal and storage (BiCRS), enhanced mineralization, and ocean-based pathways. The roadmap sets an interim target of 30 megatons of CO2 removed per year by 2030 across all CDR pathways. The roadmap is structured around four key conditions for enabling tech CDR: research and development, infrastructure, durable market standards, and measurement, monitoring, reporting, and verification (MMRV). Carbon180 argues that federal policy is critical to de-risking investment, building enabling infrastructure, and ensuring responsible deployment. The U.S. has the financial, technical, and geologic resources to supply a multi-gigaton global market by midcentury, but needs a policy foundation to get there. 30 megatons by 2030 means building significant DAC and BiCRS capacity in about four years. What does the infrastructure section actually say about CO2 transport and storage permitting? That is usually the bottleneck that kills timelines.

Worth noting that Carbon180 has been pushing responsible CDR frameworks. This roadmap builds on that. The MMRV section is probably the most important for credibility. If the monitoring standards are weak, the whole thing loses trust with buyers and regulators.
