Carbon Direct has published its Criteria for High-Quality Low Carbon Fuels, a framework designed to help voluntary market buyers assess the sustainability of their fuel procurement. The criteria cover six core principles including social and environmental integrity, carbon accounting, additionality, feedstock sourcing, and leakage. The goal is to give buyers a single reference point in a market where standards vary widely across regions and certification schemes. The criteria require producers to demonstrate additionality using financial metrics like internal rate of return, account for both attributional and consequential emissions, and maintain end-to-end chain-of-custody documentation for feedstocks. Carbon Direct says the framework is intended as a living resource that will be updated as science and market conditions evolve. This release builds on earlier work by Carbon Direct, including five editions of its High-Quality Carbon Dioxide Removal Criteria co-developed with Microsoft, and guides on sustainable biomass sourcing published in 2024 through 2026.

This is basically a buyer's guide for voluntary LCF procurement. The six principles cover social harm, carbon accounting, additionality, feedstock sourcing, leakage, and environmental harm. Nothing groundbreaking but useful as a consolidated reference.

The additionality requirement using IRR is interesting. That forces buyers to check whether voluntary support actually changes anything vs just funding business as usual. But implementation will depend on how transparent producers are with their financials.

The consequential vs attributional carbon accounting split is where things get messy. Most existing certifications only do attributional. If buyers actually enforce the consequential piece, that could shake up which feedstocks qualify.

The feedstock traceability requirement to point of generation is going to be hard for agricultural supply chains. Field level records for every batch is a big ask. Feasible for large operations but smallholders will struggle.

Voluntary markets need this kind of standardization. But the real test is whether buyers actually use it or just stick with whatever certification is cheapest. The criteria are only as good as the diligence behind them.

Carbon Direct has been doing this for CDR criteria with Microsoft for years. Same playbook applied to fuels. The track record helps with credibility but the LCF market is even more fragmented than CDR.
