Carbon Capture Insurance: Industry Groups Propose Four Principles to Unlock CCS Investment
carbonherald.comA new report from the Oil and Gas Climate Initiative, the Geneva Association, and the Clean Energy Ministerial CCUS Initiative argues that insurance is a key bottleneck for scaling carbon capture projects. The report proposes four principles: cross-sector collaboration, clear regulation, full value chain assessment, and explicit risk allocation. It also warns that shared pipelines and storage networks create dependencies that standard insurance policies may not cover. Long-term storage obligations remain a major uncertainty. Monitoring and financial assurance can last decades after injection stops, which is beyond typical policy periods. The report says governments need to set predictable rules for permitting, closure, and stewardship transfer, and that insurers should be involved early. It also acknowledges that not every risk can be insured, and some may require public support or guarantees.
