Canadian biofuel groups urge Clean Fuel Regulation changes to boost domestic ethanol
ethanolproducer.comCanadian agricultural and biofuel groups are pushing the federal government to change the Clean Fuel Regulations so domestic ethanol gets a stronger incentive. Renewable Industries Canada, the Farm and Fuels Alliance, and Grain Farmers of Ontario sent a letter to Environment Minister Julie Dabrusin asking for a minimum 1.4x credit multiplier for Canadian-produced ethanol and draft amendments by the end of 2026. The request follows a September 2025 ECCC proposal with two options: a minimum Canadian content level for low-carbon fuels, or a credit multiplier that creates more credits for domestic fuel than imported fuel. The public comment period closed in January 2026. The outcome matters because the multiplier changes the revenue stack for ethanol plants and the compliance cost for fuel suppliers. It also affects how Canada responds to trade disruptions while trying to lower fuel carbon intensity.
