Canada's New ITMO Framework Could Open International Carbon Markets

The goal is to bring more capital into Canadian climate projects, especially carbon removal and nature-based solutions, while giving buyers abroad a verified way to count those reductions. The government says it will work with provinces, Indigenous groups, and stakeholders on the rules. The country has a large decarbonization task: emissions were about 685 million tonnes in 2024, with oil and gas the biggest source. The proposed framework would set up authorization, tracking, and corresponding adjustments so reductions are not double counted. If the rules are rigorous, ITMOs could become another revenue stream for Canadian projects and help scale technologies like direct air capture. The framework is still in development, so the final details will decide whether it becomes a real market or just another paper exercise.
