Canada is exploring a policy framework that would let domestic companies trade carbon credits internationally under Article 6 of the Paris Agreement. The government announced consultations on rules for internationally transferred mitigation outcomes, or ITMOs, which would allow emission reductions and removals from Canadian projects to be sold to other countries. Officials say the goal is to attract capital for carbon removal, nature-based solutions, and clean technology while giving Canadian firms access to international buyers. The announcement follows pressure from industry groups. Carbon Removal Canada welcomed the move, and the Carbon Business Council says its Canadian members have identified roughly C$900 million in potential carbon removal credit sales waiting on an export pathway. The government has not set up a final system yet. Consultations with provinces, territories, and Indigenous organizations will determine how ITMOs operate in Canada, including how to meet Article 6 rules that prevent double counting.
