The most important part here is the credit floor. When credits trade at 17 dollars while the headline price is 110, the incentive to actually reduce emissions disappears. Setting a minimum transfer price is a necessary fix for a broken market.

Tying the pipeline to the Pathways carbon capture project is the real pivot. If the capture tech doesn't scale or the costs blow out, the whole logic for this pipeline falls apart.
