Cambodia ranked third in the 2026 Healthy NDC Scorecard from the Global Climate and Health Alliance, scoring 24 out of 32 points for weaving public health into its national climate plan. It trails Colombia and Nigeria, with Paraguay and Timor-Leste rounding out the top five. Most top scorers are low- and middle-income countries. The country's NDC covers extreme heat, air pollution, displacement, malnutrition and mental health, and includes one of only five national targets to reduce black carbon. It also calls for training 21,000 health workers, upgrading 100 health facilities, maintaining 15 sentinel surveillance sites, and estimates $1.222 billion in funding needs for health, water and sanitation, plus $53 million for air quality. Health groups say Cambodia's governance and consultation process are strong, but they want more quantification of avoided healthcare costs and productivity gains. The report also puts Cambodia's air-pollution-attributable mortality at 164.4 deaths per 100,000 people, which underscores the gap between planning and delivery.
