California Cap-and-Invest Revenues Hit $36 Billion, Allowance Supply Tightens Through 2030
clearbluemarkets.comCalifornia's Cap-and-Invest program has generated $36.2 billion in cumulative auction revenue since 2013, according to CARB's 2026 annual report. Of that, $15.5 billion has been allocated to 122 climate programs, funding over 600,000 projects across clean transportation, energy efficiency, renewables, forestry, and resilience. CARB estimates these projects will deliver 130.5 million metric tonnes of lifetime greenhouse gas reductions. The report also details recent regulatory amendments that will remove roughly 118 million allowances from future budgets between 2027 and 2030, accelerate the annual cap decline, and tighten offset use. This signals a progressively tighter allowance market for compliance entities. For participants in the Western Climate Initiative, proactive allowance procurement and emissions reduction planning will become more important as supply shrinks and auction proceeds remain a key funding source for state climate priorities.
