CAFE III norms explained: India's new fuel efficiency and CO2 rules for cars from 2027
newindianexpress.comIndia's third phase of Corporate Average Fuel Efficiency (CAFE) norms will apply to passenger vehicles from April 1, 2027, through March 31, 2032. The rules set a fleet average fuel consumption target that tightens every year, starting at 3.996 litres of petrol equivalent per 100 km in FY28 and falling to 3.3273 L/100 km in FY32. That translates to roughly 94.8g and 78.9g of CO2 per km respectively, based on a reference fleet weight of 1,229 kg. CAFE III drops the proposed 3g/km concession for cars under 909 kg and instead uses a flatter target curve. It also introduces a credit debit system where automakers that beat their target earn credits and those that miss can buy credits from the Bureau of Energy Efficiency or trade with other manufacturers. The buyout price starts at 2,500 rupees per gram of CO2/km and rises to 4,500 rupees by FY32. BEVs and range extended EVs get a super credit factor of 3, while strong hybrids get 1.6. Industry estimates suggest compliance could add 20,000 to 1.25 lakh rupees to vehicle prices by FY32, though fuel savings may offset part of that over a few years.
