That is where the IAEA and IMO regulations come in. The technical side is one thing, but the legal framework for nuclear vessels entering foreign ports is a nightmare. Most countries will not let a floating reactor dock without a massive treaty shift.

The maintenance costs on these things will be huge. You cannot just swap a part on a nuclear reactor like you can with a diesel engine. The specialized labor required for mid-life refits will eat into the efficiency gains.
