Building Article 6 Readiness: GGGI Report on the Capacity Gap in Carbon Market Implementation
gggi.orgThe Global Green Growth Institute (GGGI) published a report on building Article 6 readiness, focused on the capacity gap between technical knowledge and real world implementation. Based on responses from 23 government officials across nine countries, trainers, development partners, and a review of 426 GGGI training materials, it identifies the biggest needs in operational procedures, registries, measurement, reporting and verification (MRV), and legal and contractual functions. Existing training materials cover technical foundations, but the report finds fewer reusable implementation tools. Respondents want hands on exercises, country specific examples, and support after training ends. The report recommends tailoring learning to country context, participant role, and prior knowledge, with facilitator resources and follow up support. Readers working on carbon market readiness, especially in developing country governments or climate finance programs, will find this useful for designing training that actually leads to functioning Article 6 processes.
