If this cuts even half of that, it is a real decarbonization win. But 16 years late and 2.5 billion over budget is a reminder that big infrastructure is never cheap or fast.

Classic infrastructure gap. The tunnel itself is a single project with EU funding and clear ownership. The German approach lines are a separate national project with different timelines and budgets. Until those are done, the modal shift from road to rail will be partial at best.

70% of freight across the pass is still by road. Even a partial shift to rail would cut a lot of diesel emissions. But 8.5 billion euros is a steep price. Would be interesting to see the cost per ton of CO2 avoided compared to other transport electrification projects.
