Brazil's Ministry of Finance has proposed a three-phase implementation plan for its national emissions trading system, starting in 2027. The first phase targets heavy industries including steel, cement, and aviation, focusing initially on monitoring and reporting without immediate carbon costs. Companies emitting over 25,000 metric tons of CO2 equivalent will face caps and compliance obligations. To support the industrial transition, the government plans to reinvest 75 percent of the revenues generated from the regulated carbon market back into technological adaptation projects.
