Bovey Tracey community centre heat pump plan rejected over noise concerns
middevonadvertiser.co.ukTeignbridge Council has rejected plans to replace the gas boiler at Riverside Community Centre in Bovey Tracey with an air source heat pump. The council said the unit, planned for a rear courtyard, would create unacceptable noise for nearby residents because of the confined space and hard reflective surfaces. The project was part of the authority's climate emergency pledge to reach net zero by 2030 and would have cost about £22,225, with a possible £7,500 government grant. The rejection highlights a common friction point in building decarbonization: low-carbon heating upgrades can stall on local planning issues like noise, even when funding and carbon goals line up. The building, completed in 2020, houses the library, public toilets, information centre and council offices. It is located in the Bovey Tracey Conservation Area. No alternative location or noise mitigation measures were mentioned in the council's decision.
