Classic case of policy asymmetry. Domestic gets a 15bn framework. Commercial and public buildings get a mention and a hope. If non-domestic accounts for a big chunk of UK emissions, leaving it without a dedicated plan is a real gap.

Worth reading the full report if you can. The 40bn figure covers a lot of different pots. Would be good to see a breakdown of how much actually reaches non-domestic buildings vs how much is earmarked for homes.
