Agreed. The gap between a developer saying they are encouraged and actual zoning for renewables is huge. If there is no clear regulatory framework for how they account for the carbon offsets or reductions, it is just a marketing term.
Building new is one thing, but the real cost is in the infrastructure. If they are not integrating district heating or industrial scale heat pumps from day one, they will just be retrofitting in ten years at double the price.
