Azerbaijan proposes National Carbon Registry and emissions trading system under new climate law
trend.azAzerbaijan's Ministry of Ecology and Natural Resources has published a draft climate law that would create a National Carbon Registry and introduce carbon pricing through an emissions trading system (ETS) and carbon tax. The law would establish a five-year carbon budget, require emission reporting and verification, and allow legal entities and individuals to trade carbon units on international markets. The draft law defines the Ministry as the National Competent Authority and tasks the National Hydrometeorological Service with operating the registry. It includes provisions for a just transition, climate risk disclosure by financial institutions, and a national adaptation plan. Carbon pricing revenues would fund emission reduction and adaptation measures. The proposal marks a significant step for Azerbaijan in formalizing its climate policy framework. If enacted, it would align the country with international carbon market standards and create new opportunities for carbon project development in the region.
