Azerbaijan proposes fines for climate law violations including false emission reports and illegal carbon credits
operativmm.azAzerbaijan's Ministry of Ecology and Natural Resources has published a draft Climate Law for public discussion that would impose administrative fines for specific violations. Penalties target failure to submit emission reports, submitting false data, non-compliance with monitoring plans, and violations of Emissions Trading System (ETS) and carbon tax rules. The draft also covers illegal issuance of carbon credits and breaches of national carbon registry operational rules. Serious violations involving forgery, document falsification, illegal profit, or market manipulation would be referred to criminal investigation under Azerbaijan's Criminal Code. Any damages caused to the state, market participants, or third parties must be compensated under civil law. The draft law is part of Azerbaijan's broader strategy to strengthen environmental governance and meet international climate commitments. The proposed enforcement framework aims to ensure transparency and accountability in carbon management and industrial emissions control as the country prepares to implement stricter environmental standards. The public discussion period is currently open.
