Azerbaijan is moving toward formal carbon market oversight. A draft law called 'On Climate' from the Ministry of Ecology and Natural Resources proposes systematic monitoring of carbon unit issuance, transfers, cancellations, and transactions in a National Carbon Registry. The law also sets criteria for registering carbon projects, including additional emissions reductions, verifiability, and safeguards against double counting and leakage. If violations are found during monitoring, enforcement will follow existing national legislation. This is a concrete step for a country that has hosted COP29 and is shaping its domestic carbon framework. The draft is currently open for public discussion. For carbon market watchers, this signals a shift from voluntary activity to regulated tracking in Azerbaijan.
