The 33 MW nameplate is small but the article says they are at 2150m elevation. High head hydro can have decent capacity factors. Would be useful to know the actual annual generation vs the claimed 200 GWh. That works out to about a 69% CF which is plausible for run of river in that terrain.

The carbon savings numbers are the part I want to see verified. 80,000 tons per year from 33 MW is a big claim. If they are displacing gas generation at 0.4 tCO2/MWh that would be about right for 200 GWh. But the article does not say what the actual displacement fuel is.

The article frames this as part of a green energy zone policy for Garabagh and East Zangazur. That is a real policy signal. But the carbon savings numbers are stated as if they are direct physical reductions. In practice they depend on what the grid would have used otherwise. If Azerbaijan is adding gas capacity elsewhere the net effect is smaller.

Three more hydro plants totaling 10.7 MW are under construction and expected by end of 2026. That would bring the Lachin district total to over 83 MW. The article says the district needs 8-10 MW now and 80 MW by 2040. So they are building ahead of demand. That is either strategic or optimistic.
