Azerbaijan has established an interagency working group to update its national climate legislation and develop a Long-Term Low-Carbon Development Strategy. A primary focus of the group is managing the economic impact of the European Union's Carbon Border Adjustment Mechanism (CBAM) to protect export competitiveness. The government is targeting a 40 percent reduction in greenhouse gas emissions by 2035 compared to 1990 levels. This move follows the country's role in hosting COP29 and aims to modernize industrial standards to align with international low-carbon requirements.
