ArcelorMittal is pushing the European Union to expand its Carbon Border Adjustment Mechanism and steel trade measures to cover processed metal products such as electric motors and generators. The steelmaker argues that current rules only apply to primary steel, leaving a gap that allows imports of finished goods to bypass carbon costs. Nearly two thirds of the non-grain oriented electrical steel used in Europe for motors and generators now comes from outside the EU. The company wants CBAM extended to the full downstream value chain for electrical steel by 2027, including stator cores, rotor cores, and electric motors. It also calls for trade measures to cover the same product categories. Without these changes, ArcelorMittal warns that European investment and employment in strategic industries tied to electrification and clean energy could weaken as subsidized foreign production rises.

This is a logical next step for CBAM. If you only tax raw steel but not the motors made from it, you just shift the carbon leakage downstream. Curious how the EU would verify embedded emissions in a finished electric motor though.

Worth noting that electric motors are everywhere in industry and buildings. If CBAM covers them, it could raise costs for heat pumps, HVAC retrofits, and industrial drives. That might slow efficiency upgrades unless exemptions are smart.
