Alberta says it will meet the July 1 deadline to submit a pipeline proposal to Ottawa's major projects office. The deal includes a slower industrial carbon price ramp to $130 per tonne by 2040 instead of $170 by 2030. But former officials say commercial support from oil producers is still unclear and the project may not be ready. The pipeline is tied to the Pathways carbon capture project, which would transport and store CO2 from oil sands facilities. Cost sharing negotiations between industry and government are ongoing. Missing the deadline would hurt Canada's credibility on getting major projects built, according to experts.
