The Ghana Sustainable Cities Strategy links the rising cost to rapid urbanisation, with transport and open waste burning as the main drivers. Urban areas already produce 51 percent of national CO2 emissions and 66 percent of waste related emissions. Without intervention, urban emissions could nearly quadruple by 2050. Air pollution is now Ghana's second leading risk factor for death and disability, causing an estimated 28,000 premature deaths annually. The report recommends improving public transport, ending open waste burning, and promoting compact low carbon urban development. Enforcement of existing fines and bye laws is also being stepped up, though the EPA says public education remains the priority.

2.5 billion a year is a big number. Would be useful to see how that breaks down between healthcare costs and lost productivity. The article mentions 28k premature deaths but doesnt put a dollar figure on that part.

Agreed. The World Bank study probably has that detail but the write up skips it. Also curious if the 2.5bn includes the heat island effect they mention or if thats separate.

The transport piece is interesting. Sprawling cities locking in car dependence means more road building and more fuel imports. That ties directly to grid load if you ever electrify that fleet. But the article doesnt mention any EV plans.

True. Also the waste burning stat 23 percent of urban households. That is a lot of black carbon. Fixing that alone would cut a chunk of the health burden and the emissions. But enforcement is weak and fines are tiny.

The EPA director saying prosecution is last resort tells you a lot about enforcement reality. 1200 to 1800 cedis fine is not a deterrent for most. The EPR approach on plastics might work better if they actually track producer compliance.

EPR is promising but only if the fees are high enough to change behavior. Right now plastic sachet waste is still everywhere in Accra. The 216 million savings estimate for clean air measures in Accra sounds like a solid ROI if they actually enforce.
