AGGREGACO2 turns industrial waste and captured CO2 into low-carbon construction aggregates in Bilbao, Spain

The process, called Accelerated Carbonation Technology, locks CO2 into a stable mineral form within minutes. Once fully operational, the facility aims to capture up to 7,500 tonnes of CO2 per year and produce 125,000 tonnes of low-carbon aggregates annually. The material can be used in precast products, blocks, tiles, and non-structural concrete. The project is a joint venture between Petronor (part of Repsol Group) and UK-based O.C.O Technology, supported by the EU Innovation Fund. It brings together energy, waste management, carbon capture, and construction sectors in a single circular value chain. The team had to overcome technical adaptation, environmental permitting, and cross-industry coordination challenges. The plant is expected to replace virgin raw materials, reduce landfill waste, and avoid emissions equivalent to removing about 5,000 petrol cars from the road each year. This model could be replicated across other European regions to help decarbonize the construction sector at scale. The project demonstrates that combining captured CO2 with industrial residues can create a marketable product while permanently storing carbon.
